“The president received the health bill that is waiting for his signature this Wednesday,” Ferenc Kumin, strategy and communications director of the Presidential Office announced. President László Sólyom has until Monday to sign the bill, which according to the constitution, he must, wrote right-leaning daily Magyar Hírlap.
In response to questions over why the president did not send the health care reform bill to the Constitutional Court the previous time when he refused to sign it, Sólyom responded that they found nothing that went against the constitution in the bill. His problems with the bill were political, which he made clear to parliament and to the public.
The president may refuse to sign a bill passed by parliament once. At that juncture the president is required to either send it to the constitutional court, or back to parliament for a second vote. If the bill passes again, the president is then required to sign it.
