President László Sólyom has sent the amended hate speech bill to the Constitutional Court for preliminary review, as he finds it unconstitutional. The bill was passed by Parliament on February 18.
The bill specifies that a maximum two-year prison term can be handed down to anyone who uses inflammatory expressions about specific ethnic groups or “offends their human dignity.” Sólyom reasoned that the amendment flies in the face of the freedom of speech and asserted that political methods can and should be used against racism.

Sólyom has stated that he’s not trying to protect hate speech, but that the law is too vague and broad and would severely limit freedom of speech, which is why he didn’t reject it but send it to the constitutional court.
