The vast majority of local councils, 90%, did not prepare adequately to avail themselves of EU funds in 2004-06, the State Audit Office declared on Tuesday. Most local authorities did not appoint officials to draft formal bids.
The Audit Office also found budgets deviating from the original plans in 20-40% of the local authorities examined. Moreover, 90% of local authorities did not guarantee a balanced budget in 2004-06, as revenues did not meet expenses. The Office checked the finances of 167 municipalities for 2006.

No surprise when you look into what kind of people are drawn into politics here. When looking into local town counsil, the average age is something akin to 55 years old, you can’t expect miracles with these oldies, who were into politics already in the communist era. Hungary needs a political whirlwind in order to get young and capable into decision making process.
