The Hungarian government will amend some penal-type laws, including the penal code, Government Spokesman Andras Giro-Szasz told a press conference on Thursday.
The government proposes amending the penal code so as to punish the import, trade and trafficking of non-prohibited psychoactive substances if these activities promote addiction. Under another proposal, culpability should be determined on the basis of the amount of THC (Happy Chemical) the drug contains rather than the effective agent. To prevent designer-drug abuse, the government will take steps to determine their basic formula.
The spokesman also said the government proposed that all contracts enabling criminals to raise money from media statements be declared null and void, adding that the provision would have no retroactive effect.
Under another proposal, prisoners will only be disenfranchised if they have been legally prohibited from conducting public affairs.
Yet another objective is to clearly define the scope of crimes whereby prisoners serving life sentence may be released on probation. The government also wants to define which types of prisoner can be exempted from the general obligation to work, Giro-Szasz said.
