The discussion of the Benes-decree is that Klaus wanted that the Benes-decree cannot be declared a crime in the future, but that is on the other side rather impossible to happen, then all EU member states must make in every possible way clear that they have no legal or territorial claims to any other EU member state, meaning no EU member state can use the Benes-Decree in any law suit, etc
This was a political stunt by a somewhat confused Czech President, a stunt that did not have support at all by the major Czech parties in their Parliament
And that is why Hungary will never be able to reverse Trianon inside the EU
