Top US diplomat says his country might stop being ally to Hungary

Corruption trends in Hungary could continue to a level where the US could no longer co-operate with Hungary as an ally, US chargé d’affaires André Goodfriend told a Monday press conference.

This is something the US wants to avoid, he said, and that is why the US wanted to help stop this trend.

He specified that the number of Hungarian public officials banned from the US due to evidence of corruption is six. All of them are either employees of the government or are in contact with the government.

Goodfriend made the above comments in answer to a question as to why this case erupted now. He said US diplomats have been warning about worsening corruption in Hungary for a long time, as is clear in various reports.

However, he continued, there has been a negative trend in Hungary for 15 years, and the situation is becoming more serious.

        I tend to think the US has bigger fish to fry than Hungary at the moment (ISIS, Syria, the mess it helped create in the Middle East, Ukraine, Afghanistan, etc.) and is more likely to be concerned about geopolitical issues than the illiberalism of Mr. Orbán and his friends, but (as usual) I might be wrong.

        In any case the bans seem to have hit a raw nerve and Ministers are falling over themselves to comment, can’t see Obama being particularly upset about what Rogan/Lázár/Szijjártó, etc. think about the decision

    It is more than likely that the US is upset over a few companies not being allowed to pull similar deals to the Bechtel fiasco in Romania, where they managed to build the most expensive freeway/kilometer in the EU (US government helped broker that deal for Bechtel). If Hungary were to cut some deals like that, perhaps the US will bless Hungary with close ally status, whatever the fuck that may mean these days. Most likely it would mean that gas to Ukraine has to be first, and storage in Hungary has to come second.

            In fact that was not “quite” true. That was an initial raw estimation. Eventually only 52km of the highway is usable with a total cost of 1.6bn Euros, leading to about 30m Euros/km. There is another stretch of 64km between Bors (Hu-Ro border) and Sublacu de Barcau which was started by Bechtel but is still far from finished.

            Sorry, Seinean, but you’re not quite “right”. Your own link says the deal was signed in 2004 at 2.2 bn Euros. This is a good price, and I’m pretty sure the US govt did not broker the deal, but lobbied for Bechtel to be chosen over a competitor.

            The problem here is (which is usually the case in CEE countries) is that
            a. CEE countries are poor negotiators and never insist on penalty clauses or performance bonds because they are so used to their local companies failing to meet deadlines.
            b. CEE politicians also like to revise specifications frequently because they want avenues for kickbacks from revisions.

            At 5.4m Euros/km, no politician is likely to become rich hence, I think the revisions and stoppages. I’m sure Bechtel loved this situation, especially if the Romanians did not include penalty clauses in the original contract. Unlike the nonsense FUC spouts, the US govt didn’t have a stake in this other than persuading the Romanians to accept a good deal. Bechtel’s lawyers and Romanian govt/administrator incompetence did the rest. In my opinion, every deal in CEE countries above $50 or $100m should be presented to Parliament before being signed. So, you’re right about the last paragraph, however, FUC was totally wrong in implying that the deal was engineered to be such, or was brokered by the US govt. Hungarian (noodle maker) doesn’t understand what I wrote, so no lollipop for him or his FUC buddy.

            Ok. You’re right that initially 2.2bn Euros were to be paid for the whole length of 514km. However we ended up paying up to 30bn Euros per km and – even worse – we have only one tenth of the highway built after 10 years. It was not because of the American government but about the local breed of greediness and stupidity AND Bechtel’s lawyers’ ability.
            That was a lesson we paid dearly…

            Hi Seinean, I had totally forgotten that in 1995, I had negotiated a bilateral agreement between Romania and Narnia. It was the 1st agreement I had negotiated (I won’t say what agreement in case my name appears on some obscure Romanian weblink). A minor fiasco came a bit later, when I initialed the draft agreement, and the Romanian side organized a press conference to announce the new agreement. For the Romanian side, my 4 counterparts (all high level govt officials) were given the authority to commit Romania to the agreement. However, on our side, the agreement still had to be approved by our ministry, the attorney general’s office, and finally our legislature before it could become valid. Despite Narnia getting everything which we wanted, I still had to explain to my bosses why the Romanian side made the announcement. It just underlines my earlier statement about the low level of checks and balances Romania had.

            I later figured out that the Romanian side just wanted to go on work related jaunts to warm & sunny places, claim their allowances, and go shopping. They felt they couldn’t go back unless they had ‘achieved’ something for Romania, ie a concluded agreement. Don’t worry Seinean, we didn’t abuse that agreement. 🙂 That agreement was invalidated (as were all bilateral agreements) when Romania became an EU member.

            This issue was first brought to the Hungarian’s governments notice on Oct. 6th by the US Embassy. It was a non-issue until a government connected news source leaked the story.

            Let’s not forget a NAV official whistleblower made allegations of corruption at NAV. What happened to that? Nothing! Orban has a corrupt office and he needs to clean it up for the sake of the Hungarian people and to protect his own power.

            I have absolutely nothing against cleaning up corruption. Hungary could benefit from a more robust anti-corruption regime. But this has nothing to do with corruption, even if US allegations are true. As I pointed out already, US firms are operating in over 100 more corrupt countries on this planet, yet I never heard of such similar actions being taken before.

            It is more than likely that the US wants something. It may be a concession to some business interests, or perhaps something to do with Hungarian foreign policy.

            I doubt that this was ever going to be a non-issue. If that were true, the US would not have used the occasion to declare that Hungary may no longer be considered an ally due evidently to the “rampant” corruption, which as I pointed out may not be ideal, but by no means an outlier compared to about 8 other EU countries that are doing worse.

            This is exactly the kind of pressure that can be exerted on a country where for years now vicious politics has led to country’s image being denigrated. It provides the necessary cover. “It’s that autocratic, freedom-bashing government that we are now also accusing of being corrupt”. It certainly sticks better!!!!

            Yes, not ideal by any means, but Hungary seems to once again, as is the case with human rights, and freedom get “special attention” on the issue, while there is nothing special about the situation.

            So what gives? Why do you think they are not telling Italy, which is ranked lower that corruption there is so bad, the US can no longer view it as an “ally”? Why are they not banning people from China, where most major US companies operate and most are well known to be engaged in bribery? So once more, why Hungary?

            So how about Italy as an example! In Italy new tough anti-corruption laws where put in place. High level government officials where charged and prosecuted.

            You see in Italy a positive trend to clean up, versus Hungary where both under the socialists and Fidesz the trend has been to get worse.

            And no the US never bans any Chinese – Forbers – legislation to prevent NASA or OSTP from using federal funds “to develop, design, plan, promulgate, implement or execute a bilateral policy, program, order, or contract of any kind to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company.”

            This far worse then denying visas, this law banned an entire industry!

            Trouble with people like FUC is they always make sweeping statements without fact-checking.
